THEOPHILUS CODJOE is a Ghanaian, born in Accra, Ghana in October, 1949. He is a graduate of the University of Ghana (LL.B Hons 1973) and the Ghana School of Law (B.L in Professional Law, 1975). Mr. Codjoe was admitted to practice in Ghana as Barrister-at-law and Solicitor of the Supreme Court of Ghana in 1976 and a member of the Ghana Bar Association.
In 2004, Mr. Codjoe completed a programme at the John F. Kennedy School of Government at Harvard University in Organizational Integrity And Corruption. In September 2006 and September 2008, Mr. Codjoe was a participant in the 24th and 26th International Symposium on Economic Crime at Cambridge University in the United Kingdom. Mr. Codjoe has vast experience as a Lawyer in Fraud Investigations. He is an Associate of the Association of Certified Fraud Examiners-(ACFE) of the USA.
Mr. Codjoe was Deputy Executive Director (Investigations) of the Serious Fraud Office of Ghana from 1993 and later Executive Director from March of 2003. The Serious Fraud Office (now the Economic And Organized Crime Office (EOCO)) investigated and prosecuted economic crimes by public officers and their associates in private business.
While at the Serious Fraud Office, Mr. Codjoe worked with the PricewaterhouseCoopers Ghana Office in Accra on the:
- Investigations to trace the assets of the Ghana Airway Company in liquidation;
- The investigations to trace the assets of the Consolidated Discount Company, (CDC).
Mr. Codjoe also supervised the investigation into the bankruptcy of the Securities Discount Company (SDC), and the tracing of the assets of some of its debtors to facilitate the recovery of some of its depositors’ funds.
Mr. Codjoe worked as the leader of the Hesse & Hesse Firm’s Team appointed to assist the Joint Receivers and Managers of the following companies in Liquidation between April 2016 and December 2017:

- Dry Foods Processing Company
- Sucatrade Limited
- Davenport Developments Limited
